I am helping a network engineering company with their marketing and advertising efforts in Washington DC metro area. Money is tight so the sites where we advertise have to be few with biggest bang for the buck. Any recommendations on both print and online sites where we should consider? So far the projects have been coming from small retail outlets and include both installing a network as well as training the staff for CCNA certification.

Local business or trade magazines/journals (Like Washington business Journal washington.bizjournals.com/washington/,etc.) will target your clients more locally, or on the same way nationally like Network World and CIO Insight magazine which is targeted twords network administrators and IT managers.
